ISLAMABAD: Former chief executive of the national career Musharraf Rasool has alleged land grabbing on his ancestral land. As a result of the complaint, Prime Minister Shehbaz Sharif has taken notice of the issue, forming a committee to look into the matter.
On Monday (September 15), former CEO of Pakistan International Airlines (PIA) had complained that his ancestral land had been seized, by making fake documents. The land under concern include 137 kanals in Mira Begwal village of Islamabad.

He had submitted a complaint to the prime minister. In response, PM Sharif formed a seven-member investigation team committee to investigate the matter. The committee will be headed by Islamabad Deputy Commissioner Irfan Nawaz Memon. Moreover, one officer each from the Inter-Services Intelligence (ISI), Intelligence Bureau (IB), the Federal Investigation Agency (FIA) and the Federal Police will be a member of the joint investigation team.
A representative from the Pakistan Navy will also be part of the team, while a forensic expert has also been included in the committee. The joint investigation committee will submit its recommendations within seven days.
CONTENTS OF THE LETTER EXPOSES SERIOUS CRIMES
As per the details of the letter, available with HUM Investigation Team, the former civil servant has accused elements of the land mafia, in alleged connivance with officials of the Islamabad Capital Territory (ICT), of orchestrating a fraudulent takeover of his prime agricultural land. The complainant, a decorated officer with international development experience, claims that the illegal transaction was masked through forged documents and a fake Power of Attorney presented by one of his former farm workers.
The letter explains that the 136-kanal farmland, known as Cyan Farms, located in Mera Begwal, was forcibly taken over while the complainant was on a UN assignment abroad. Upon returning, he discovered his livestock, farm equipment, and belongings missing, and was confronted by individuals claiming to represent the Pakistan Navy Benevolent Association (PNBA) – a welfare body for retired military personnel – asserting that the land had been “sold” to them through a forged Power of Attorney (POA).
The former PIA chairman also alleges that the fraudulent transaction was facilitated by insiders within the ICT registration office. He points to a suspicious mutation process, forged signatures, the absence of biometric verification, and payments being funneled to a farmhand rather than the legal owner. A cousin of a registry official reportedly acted as a witness in the alleged fake documentation, raising serious concerns of official collusion.
Interestingly, the complaint not only talks about the personal victimisation but also paints PNBA as an inadvertent victim of deception. He claims that the Association paid over Rs 383 million in installments to an unauthorised individual without conducting due diligence, while the official mutation record reflects a significantly lower amount.

In light of these grave allegations, the complainant has called for the formation of a Joint Investigation Team (JIT) comprising independent and forensic experts to unravel the entire conspiracy. He has warned that the case has broader implications, potentially damaging the credibility of national institutions if left unaddressed. “This case must become a test case for the government,” Musharraf Cyan wrote, “not just to restore my rights, but to demonstrate that the law can protect citizens, even when facing powerful networks of corruption and fraud.”
