ISLAMABAD: Fresh controversy erupted Thursday after confidential documents allegedly linked to India’s intelligence agency RAW surfaced on social media, appearing to expose New Delhi’s involvement in orchestrating the recent Pahalgam attack as a false flag operation.
The documents, leaked via Telegram, indicate direct planning by Indian authorities to frame Pakistan in the aftermath of the attack.
According to PTV News, the leaked material outlines a detailed narrative-building strategy and a timeline to implicate Pakistan’s ISI 36 hours after the incident—an instruction apparently ignored by Indian media, which prematurely blamed Pakistan, thereby derailing the intended operation.
The revelations have sparked intense debate over India’s internal intelligence dynamics.
Sources suggest the leak may be the result of dissent within RAW itself, possibly by individuals opposed to the ruling BJP’s Hindutva-driven agenda.
Indian authorities are reportedly investigating the breach.
Titled ‘Psyops and Narrative Control’, the leaked document outlines RAW’s strategy to portray the incident as a broader attack on the Indian state and its non-Muslim population.
It details plans to activate embedded media operatives 36 to 48 hours ahead of the incident and deploy field agents under the guise of tourist surveillance in Anantnag district.
In a chilling blueprint, the document explains how artificial intelligence tools would be used to generate staged witness statements and manipulated footage within hours of the attack.
Furthermore, over 200 coordinated social media accounts were to spread misinformation and amplify hashtags without a centralised origin, to avoid detection.
One key objective, according to the leak, was to divert international attention from Kashmir to alleged “global Islamic conspiracies.”
It also refers to plans for fabricated evidence linking the incident to ISI through intercepted communications and forged documents planted at the scene.
The document hints at geopolitical timing as well, with references to the operation being aligned with the diplomatic visit of US Vice President JD Vance.
A contingency plan was also noted for Shopian district in case the original scheme was compromised.
RAW’s tactical instructions even include controlling the portrayal of Hindu casualties and limiting them to select non-state platforms, while deploying plainclothes “Denters Squads” in critical corridors like Anantnag and Kandrabal.
Strategic assets like CPEC and Gwadar were also marked for monitoring. Perhaps most striking are the operational limits set to avoid provoking international intervention. Any cross-border action was capped at 1.2km to prevent triggering mediation by the UN or China.
The plan also references coordination with anti-Pakistan elements in Balochistan, including BLA and BNA cells.
Defence analysts have described the Pahalgam attack as a “pre-approved and executed operation” by RAW.
“This is yet another example of the Modi government weaponising violence against civilians for political ends,” one expert noted.
“These documents confirm that Pahalgam, like past incidents, was orchestrated as a false flag.”
